From Apple's website, https://developer.apple.com/icloud/prepare-your-network-for-icloud-private-relay/:
"Some enterprise or school networks might be required to audit all network traffic by policy, and your network can block access to Private Relay in these cases. The user will be alerted that they need to either disable Private Relay for your network or choose another network."
Since iCloud Private Relay requires Safari, you can opt to use a different web browser, such FireFox or Chrome. If you prefer to continue using Safari, you will need to disable iCloud Private Relay, either for our network or for your device. We recommend disabling it just for our network.
Disable iCloud Private Relay
For iOS and iPadOS:
- Go to Settings
> Wi-Fi.
- Tap
, then turn Limit IP Address Tracking off.
If you turn off Limit IP Address Tracking for a Wi-Fi network on your iPhone or iPad, iCloud Private Relay is turned off for this network across all your devices where you’re signed in to the same Apple Account.
For macOS:
- On your Mac, choose Apple menu
> System Settings, then click Network
in the sidebar. (You may need to scroll down.)
- Do one of the following:
- Click Wi-Fi, then click Details next to the name of the network.
- Click the name of your Ethernet connection, then click Advanced.
- Turn “Limit IP address tracking” off to disable iCloud Private Relay on the network.
